Baghdad, Iraq – February 10, 2025 – As part of its ongoing efforts to support displaced persons’ issues and human rights, Al-Muraqib Foundation organized a Ramadan dialogue session on Monday, February 10, 2025, titled “Al-Hol Camp and Community Reintegration,” with the participation of experts and specialists in security and political affairs. The session was held in an open and constructive atmosphere, discussing the challenges of reintegrating displaced persons returning from Al-Hol camp in Syria into Iraqi society, with the attendance of senior government officials and advisors.

  • Saeed Al-Jayashi, Strategic Affairs Advisor at the National Security Advisory.
  • Fadi Al-Shammari, Political Advisor to the Prime Minister.
  • Dr. Kareem Al-Nouri, Undersecretary of the Ministry of Migration and Displacement.

Session Overview:

The session focused on discussing the humanitarian and security aspects of the return of displaced persons from Al-Hol camp in Syria to Iraq, addressing the mechanisms for their safe and sustainable reintegration into Iraqi society. The speakers emphasized the importance of creating a safe environment for returnees by providing essential services, such as education, healthcare, housing, as well as employment opportunities and support projects to empower them economically and socially.

The speakers discussed the importance of activating collaboration between government entities, such as the Ministry of Migration and Displacement, the National Security Advisory, and local authorities in areas of return, to ensure the success of the reintegration process.

Saeed Al-Jayashi stated, “The biggest challenge lies in coordinating efforts among all relevant parties to provide a suitable environment for the returnees, ensuring that they are not marginalized or exploited.”

On his part, Fadi Al-Shammari stressed the need to expedite the voluntary return processes for the displaced, ensuring their stability and integration into local communities, and emphasized the importance of continuous consultation with international and local organizations working on displaced persons’ issues.

Meanwhile, Dr. Kareem Al-Nouri focused on the efforts made by the Ministry of Migration and Displacement in supporting the voluntary return of displaced persons and facilitating documentation and aid distribution processes. He also called for the provision of psychological and social support to help displaced persons overcome the mental health challenges left by years of displacement.

Government and Community Role

The session also discussed the role of the Iraqi government in facilitating the return process. The speakers stressed the importance of supporting governmental initiatives that contribute to providing fair opportunities for the displaced to return to their homes. The session also highlighted the importance of cooperation between the government and civil society, which enhances the ability of local communities to accommodate returnees and reintegrate them effectively.
